.ca's may take longer to register. According to the WHOIS at the Canadian registry - www.cira.ca - "Domain name designervision.ca is waiting for confirmation." Perhaps to confirm that you are eligible for a .ca?

No, if the domain name is not pointing to a web hosting account, it would not be active. The 'Under-construction' page is one which the webmaster uploads to their website, it is not something that comes by default.

In theory, namecheap domains or domains purchased from any source does not get pointed anywhere. Only when you supply the DNS Server details, have a hosting and wait for the 24 to 72 hours propagation period and if everything goes right, it will point somewhere.

Many registrars do automatically point domains to a PPC landing page and pocket any revenues until the new owner enters their own nameservers or redirect.

I am using Namecheap but never had a problem with them.
I have even pushed a few domains to others, and no problem there too.
