I made a blog post on my phpld blog and I also have a mod that you can include on your list.

I had this mod custom made for me Limited # of Free Links Per Day, you can see it working here http://www.totallyweblinks.com/submit.php - It allows one submission per email/ip so no one person can hog all the free links.

I am offering the mod for use on one directory for $10 or 3 directories for $20.

I have not really widely advertised this mod but have sold one multi-site copy, the buyer said installation was simple and worked fine. The mod creator agreed to trouble shoot any bugs and questions so yes there is support. I can probably get it installed for you for a small fee as well.

Of course if there are any problems and you can't use the mod I would issue a full refund
