Mystery IPs on my forum. Need advice.

My new vBulletin Forum is being visited by hordes of similarly addressed IPs that I cannot identify as anything other than this:
    MUNAXNET
    Ripe.net 82.99.30.18

Does anyone know what these IPs prefixed with 82. actually are? Is it merely some sort of spider or crawler my forum software is not equipped to identify? Should I ban this series of IP address?
    I don't like mysteries.

I receive a lot of visits from a particular topsite. Maybe these 82. + IPs are origination from there? I mean I am getting 10 to 20 of these slightly varying 82.+ IPs in a row.

    Best regards,

    -C.

These hits cannot be through topsites, as those would have, probably, static IP addresses, so the IP address isn't going to change for every few people.
