Mysql query tracking

I have seen some hosts proved a count of how many connections and how many queries have been made per database and I was wondering how I could do this for my own mysql servers and maybe even cap it at a certain level so that I could limit an account or database (either or both if fine) to x queries a month on a monthly scale instead of the hourly limits built in.

If you are using cPanel servers, you might use WatchMySQL plugin to cap/see the mysql query per account holders.

I am not using cpanel but I might consider it if I have to and it does not cost to much for this. I would vastly prefer a free solution, preferably open source.
