if someone has a vbulletin forum, and i buy it off them, can they just make a backup of their mysql database using cpanel, then send the mysql database to me,then i import the database, and the vbulletin forum and all the posts will be automatically installed?

As long as the vbulletin versions are the same it should work fine.

so do i actually have to install vbulletin on my server to import the mysql database? I thought the mysql database backup includes the vbulletin forum itself too?

If not,do i just install vbulletin on my server, then how do i import the mysql database?

You need the vb forum of the same version installed then just import your database overwriting the one used.
    All will work nicely

If its a large database would be easier to use bigdump to import
