    Left Side Navigation Bar with Menu in the same.

    You're asking the wrong question. The menu is HTML/CSS. How you populate that menu (PHP, javascript, ASP.net...) doesn't matter AT ALL. Where you pull the data from DOESN'T MATTER AT ALL (text-file, database, XML) - what matters is the final, resulting HTML, and how you apply CSS to that.
