I’m a Plesk user, and if and when I upgrade my control panel or get a new server (for a new project), I will most likely get the latest version of Plesk. I am checking the latest version’s details now because … there is a chance that I need to set up a new server, and … the server has to have MySQL 4.0.x or newer in order to run certain online applications.

As I check the following page:

    http://www.swsoft.com/en/products/plesk/details/

It says “MySQL 3.23.52 through 4.1.x supported” What does this mean …? Does this mean that Plesk installs all MySQL 3.23.52, 4.0.x and 4.1.x? Does this mean that I have the option of selecting which version of MySQL to use …? What does “MySQL 3.23.52 through 4.1.x supported” mean?

The Plesk control panel uses the MySQL server to store control-panel related settings, so SWSoft lists the software versions required to run Plesk. Normally on a fresh dedicated or VPS install, either MySQL 4.1 or 5.0 will be preinstalled.
