My Website in in Sandbox?

    Three weeks before i started a new website to give information about motorcycle history and named my website http://www.whoinventedmotorcycle.net and it immediately showed up in GOOGLE SERPS and for two weeks it beat alll its competitors.

    My site had all the good things google liked.

    Optimized Content
    Unique Content

    But after two weeks suddenly it disappeared out of SERPS and i thought i was penalized by GOOGLE because of the jagger update and panicked a little bit to get certain good optimizations as they might have been bad to jagger.
    Now i believe this might have been related to the sandbox effect. Currently my website is listed at the 12th page and ranks 115.

    Any experts help me with this .. is that my website has been penalized or sandboxed.. as i am live only for the past 3 weeks.?

    I am also started my next project

    I am working on a project as SEO on a new site wxw.bedandbreakfastsofamerica.com having #1 SERP for key-word "bed breakfasts america" and #3 SERP for key-word"bed brekfasts directory" in msn.com.

    After wait of 60 days approx. finally wxw.bedandbreakfastsofamerica.com get PR4.

    As We know At present google put all new site in snadbox for 60 to 90 days and during those days page renak will be 0 for new listed site. google prefer to see good number of backlink for new site during sandbox period.
