Do you have a control panel with this VPS? Is the VPS managed or not?

You may want to optimize your httpd.conf file to improve the performance of the server such us MaxRequestsPerChild, ServerLimit, Timeout, etc..

If its managed, you need to be asking your server management team these questions! It's their job to tweak and tune the server!

well looking at your server configuration and your usage of vbulletin, either you need to upgrade your hosting plan,or you need to decrease the queries of your vbulletin, vbseo generates lot of queries,i had same problem with one of my client, and it took me upto 4 hours to minimize his site usage, and i believe that if you are on a managed hosting company, then they would have already taken care of your apache and mysql optimization,

    thanks
    kind regards

vBulletin security settings can often slow down your site greatly. The service you are on may also have their VPS nodes overloaded which you cannot do anything about but move.
