Linking from another domain is not going to get a Google penalty lifted.

 

Best way to get unbanned it to post organic content, and wait 2-4 months.. And if you can remove and spammy links that direct to your site.

 

If the the penalty is from 'unnatural links' (manual or Penguin) then you need to start removing the problem links immediately. Then disavow any that cannot be removed. You then need to submit a detailed reconsideration request that shows what you have done to clean up your link profile and how you intend to comply with Google guidelines in the future.
