Sites can take a long time to be reviewed. Years even. Resubmission doesn't usually help in any way. The new submission can overwrite the old one. So if you keep resubmitting, your submission will always be at or near the bottom of the pile for any editor who tends to go through submissions in date order. [Added] Sorry - I responded at the same time as Birdie.
The site in your signature is listed http://www.dmoz.org/Arts/Writers_Resources/Self_Publishing/Free_Content/ Articles-Hub - Offers free articles for reprint. Articles sorted into topical categories with inbuilt search engine. There is no need to resubmit
It can take a lot longer than that. I was very briefly a DMOZ editor in 2005 and there was stuff in the queue from 2001. I've heard this isn't uncommon.
Yow! Four years!?! OK, I'm not going to worry about the site I submitted a few months ago, then. Scott
