You can try Sandbox Detection Tool at http://www.seomoz.org/tools/sandbox-tool.php which detects whether your site is ranking disproportionately poorly in Google's rankings as compared to the link popularity and ranking statistics from the other major search engines and other metrics.

I recently thought a new domain of mine was sandboxed. I posted a comment on Matt Cutts' blog.
    He replied.
A few days later, I was being indexed. I don't mean to tax Matt, but the best advice I can give you is to read Matt's blog and post a comment on your situation.

    Hi Randy,

Indexing and Sandboxing are two different things.

If Google has indexed your site, it means Google has cached one or more pages from your site.

Google will de-index a site if, for example, it becomes aware of black-hat SEO being used on that site.

"Sandboxing" is when an indexed site does badly in Google's SERPS even though it is doing well in Yahoo's and MSN's SERPS.

Matt (and Google's people in general) will reinclude (reindex) a site they have de-indexed in the past if the ownership changes / shady practises cease. They won't, however, let a site out of the Sandbox early. That is purely for the algorithm to determine.
