    Forbidden
You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

i tried changing permissions and deleting the .htaccess file (even though it was empty) and still nothing

around a month ago i hosted two people, karl and kelsey (they both were friends but i didnt know) anyways basically karls site was popular and he made kelseys site popular, his site got suspended and he was p*ssed off because kelseys site was more popular..and a friend of mine sent me convo logs of him saying he was going to hack her site (which he did, i didnt find out until afterwards) and some othre sites. after her site got hacked i stopped hosting him..so i guess this was his "payback".

I don't think it's hacked. There might be an error encountered at the server side.

    Thats Not Hacked......

Thats a server issue.....either htaccess or WHM error,

Try dropping and recreating that sub domain or contact support for help

I also think that .htaccess causes this error.

Contact your host and ask them whats going on and they should be able to tell you why it's not working. Change your login passwords and dont do any business with your friends.

    Sounds like a mod_security issue.

That is definitely something in .htaccess (which you say you have removed) or the Apache config. 403 error is just an "access denied" error, either you didn't authenticate, or are forbidden... etc. Just a config error as people have said.
