It won't be easy to get to PR7.Make sure you have ONLY quality content on your website.You should hire a experienced SEO expert.The most important aspect is link building.

@ OP: You should tweak your site for search engines, and the traffic will follow. As someone said earlier, PR is good for selling links, and site itself. Quality traffic can come without having a good PR too.
don't worry about PR worry about your content, if you have really unique content your PR will follow. Someone posted here earlier about their new blog post hitting PR 5 all because it was a unique article and everyone started to link to it creating tons of backlinks.

PR7 is very hard to obtain. You should have thousands of high PR backlinks. I think it will cost you at least 3.000$.
Even with that budget you may never reach a PR 7 - that is a very high PR for a small/medium company.
My advice would be to post less and read more. You need to learn about the true relationship between page rank and se rankings (none)
IMO buy the on-way link cant get PR7 as the most links are not related. If you are the expert in some field and write lots of articles that trackbacked in the internet, that your site would be pr7.
I agree with you. If TS need get good SERP why focus on PR? that is not ONLY factor to appear on SE first place.
Jumping from PR1 to PR7 will take lots of time and effort... You need to gain as many backlinks as you can.
With the usual phase of posting about 3-5 articles(very informative and targeted) and submitting them to multiple social bookmarking websites and working on building site reviews, site submissions and article drectory submissions, doing this constantly for a period of 4-5 years may get you to PR 5 and after that it all depends on how you would market yourself and buy links from top sites from your niche.
