    As far as I know Google has the special team who checks sites manually. Try to look at your site aside from. Maybe they were not wrong and you can improve design and context of the site.

    I also think that backlinking to poor sites is a waste of time. Just a few high PR backlinks on dofollow sites is better.

    Try too backlinking from .edu or .gov sites as they have more oomph than low PRs.
