I was really attracted to this thread I was too fat like 80 kgs when I was a child. Till the age of 13 I was overweight. My father use to hide somewhere behind the trees to check what I eat after I finish my school Later on as years passed, I went on strict diet like fruits and vegetables, no oily stuff or street food, not even meat. My advice to your sister would be the same

Most likely there may be an underlying endocrine disease !! Perform a set of investigations to rule out most common conditions like hypothyroidism !!! It would be of greater use if you explain the eating habits of your sister which may give an idea about the underlying problem !!!
Diet is key over anything. Consume less calories than maintenance and exercise. Simple, guaranteed weight loss. Ask on the BB forums for more detailed explanation.
Diets are worthless. Weight does nothing by itself. I need height and even with that it's hard to tell without a picture, but she's only 15, so a picture might be out of the question. Places to focus on 1. portions 2. variety of foods depending on the goal. There's many different styles. A. High fat life style (I do this sometimes to do very high intensity training). B. Low carbohydrate life style (I do this for cuts, high protein) You can just live a healthy life style of knowing what to eat and how much to eat, but exercise can help. 3. exercise (optional - this will affect what diet you do). It's really hard to give a good amount of information without stats and a persons body structure.
