Eat right and exercise. Go to a dietician and build a plan. She needs to surround herself with supportive people who will keep her on track, not the people she has been around that have allowed her to gain weight in the first place.
i think she should do some jogging and running ... this will help alot... i was also having 94 of weight and now em of 78 .. Thank GOD... i use to go for morning walk and go in a park and run there... this is helping me alot in loosing weight..
My brb it's true she is 15th teen year old and her waight 70kg while my weight 56 kg in 22 year old. She cant control for any fast food and anytime eating something and so lazy.

Dude, I am sure I am not the only person on DP who realizes this, but it seems every one of your posts is mocking someone for being a noob, making a spelling mistake, or whatever. Honestly, it seems like you have some kind of personality disorder. It seems as though you tease other people to make yourself feel good. Its not like she is 350 pounds. Why most of my posts are like that? Because most of these threads are stupid. So they can post stupid threads, why can't I post stupid replies? Besides this time I am actually being series and asking the OP what's wrong with being 70kg. Again if you don't like my responses, tough.
Buy her a treadmill and start some exercise. Some 30 minutes of walking daily. The increase the quota. Once she starts to lose weight she can start to run.. But this must be serious exercise, that is, must be done regularly!
The most important thing is to find life purpose. A person who understand this, will not lazy enough to let his/her body and mind get unhealthy. Eat enough food, get enough exercise. Having a right life purpose will improve your life. You'll know what is right and you'll do what is right. At least, it's work for me very well.

Where does your sister lives, and what kind of food does she eat. She needs to go to the doctor and see if her thyroid glans is giving her problem, next she needs to eat high protein food and exercise like walking, swimming riding and also drink plenty of water.
