My Rapidleech loads slow even in Dedicated server

    i have a dedicated server from Germany.

    here is its configuration:
    AuthenticAMD, AMD Athlon(tm) II X4 605e Processor
    8GB RAM
    Plesk control panel
    100MBps port speed
    Cent OS 5 64bit

    but problem starts now,

    i have hosted only 1 public Rapidleech on this server, but it loads very slow.

    when i reboot the server, it stays fast for 15 min. and after that, it loads slow again.

    but transload is fast for all (its transloading about 3000KBps speed).
    only pages loading slow.

    when CPU usage is about 27~30 at max.
    and RAM is 4GB max used.

    the server is self managed, so pls give me some way to hold it.
