Be careful with your account... any signs why it was hacked, I wouldn't think you're that careless (in the definition sense, not in a mean way).
Yeah, after "money back in 10 minutes" it's dificult to believe. But anyways, if anyone else have that problem I would recomend format C: , cause if you have a keylogger or trojan in you PC that "hacker" will always know your login and pass no matter how you change it or make new accounts.
I've never fully trusted leaving money in my paypal account, which is why I always transfer it straight to my bank account. I'd suggest trying that, as it should reduce the likelihood of you getting money stolen.
Just reformat your computer, update to the latest Microsoft patches, put in bit defender, Zonealarm and AVG and update AVG signatures. You should be safe.

Free email sites like Hotmail Don't allow you to see the internal headers of mail unfortunately to see the actually IP it was sent from, buts very easy to spoof the "from" field. Also I may suggest to alway to go directly to the site with HTTPS:// Paypal.com
