Nice Write. But from a personal and user experiences a lock script is pretty annoying. Well you might say yes its annoying but its bringing in the cash, Well as for me have seen lesser conversion with this method. One of my methods is quite similar to your 1st method of creating a blog. Regardless of the CPA method your blog would still need the traffic to convert the CPA. What i do is i create a blog like mentioned, place the CPA ads on strategic locations and do a good SEO to the site eg. linkbuilding, social media marketing etc. The traffic that comes to my site for the content has a pretty good conversion compared to the lock scripts I have setup previously with the same identical tyoe of blog.
