I used to have normal google adwords account serving my campaigns. I paused all my campaigns 6 months ago. Few days ago I created new campaign but my billing preferences were declined. although these were same preferences which were doing well earlier. I tried multiple credit cards but all declined (these credit cards never had any problem on internet elsewhere) Secondly, when I tried to contact Adwords support it didnt recognise my adwords login information... although same information works fine when i login my adwords account from main page.. This is something beyond my knowledge. Please help ...
If you can login, then the first thing I'd do is change the password in case the account has been hacked. It's possible that the account has been mothballed due to inactivity, although my account was inactive for a very long time without this occurring. Most likely it's just a glitch in the Adwords system. If it persists, then I'd suggest you contact the Adwords support department about it via email or phone.
If you can't get anything to work, just make a new gmail account or other e-mail address and create a new AdWords account. This is OK to do and you can even use a promotional code for $25 of ad credit if you can find one
