If your account is once disabled then there is 99.5% chance that you not not get it back again.

 

I once had my account disabled because, I think, of a surge of low quality traffic from stumbleupon. I sent in my appeal and my account got reinstated within days.

You can always make one appeal with Google, but if you are actually breaking the terms of service, you probably have no hope.

 

they didn't get caught doesn't mean they are not breaking any TOS retard. Why don't you go steal from the banks then? I'm sure there are people that didn't get caught for stealing from the bank

Adsense sometime disables publishers with no reason,also if some one targets your adsense account and clicks contineously on your adsense ads then you have nothing to do.

 

Read the notification email from adsense. You will see the cause of your account being banned from that email. You also should read the terms of services of Adsense for knowing the real cause.
