i applied to adsense 2and a half days back (india) and still no reply but yesterday i applied for adsense (pakistan) and within 6 hrs i got approved not only that the website used for approval was a 10-post website... but the thing is my sister living in pakistan and i opened account in her name only maybe she could be returning to her motherland after a fewweeks as she has completed her studies and if so ill change the country from pak to india is this a mistake will google ban me for it? what is this nonsense google is doing partiality? will i get any problem while payments?
May be the number of applicants from Ind is greater than from Pak that caused your application to delay. If you intend to change your country later-on, you can do so from your account settings. But, they might ask for some sort of Identity but it varies from case to case.
Well you will able to change the country of your sisters account but things like name because Google will suspect something fishy going on.

yes you can change the country. It should cause no problem. But remember that WU payment option is available to Pakistani publishers. You can receive your payment just in 2 days after it has been issued. Otherwise in case of cheque, the time period is 60 days minimum.
To be sure that everything goes smoothly you should get in contact with Google Adsense customer services. Don't risk your account getting terminated due to some technicality.
