my friend ppc site

    i have a link of my friend ppc site , it is new and give payment to everyone and if anyone register under my name he or she will get 1 year platium membership
    can i put refferal link ?

    if it's new, how do you know if they actually pay? has anyone got paid?
    no offence, but lots of ppc networks scam people here, just trying to watch each others' backs
