Hate to burst your bubble but the specification you are asking for and the price you want to pay is virtually impossible to provide. If you want fully managed then the MS licence has to be the "outsourced" version. If the host is using the datacenter version (unlimited hosts) it will cost the hosting provider around $500 per month JUST for the licences for the server - and that is the cheapest way to do it if he wants (needs) to host a lot of VPSs. Even with 32GB of RAM they will get a max of 30 VPSs on their server with 1GB. That will give them $400 per month, or $13 per month per VPS clear, to pay for the server, management time, bandwidth on a "dedicated" 100mbps port, AND you want them to manage the server while the client has access to it at the same time. It isn't going to happen. The price for outsourced licences is set to DOUBLE in Jan 2011 so they would lose huge amounts of money at that rate. Double, maybe triple your budget and you might someone who could do it.,
