I started a forum about 2-3 months ago, the forum was about one of my interests and had plenty of knowlege about what it is. So it didn't take me too long to have new member signing up. It's very small compared forums like DP though.
Now the forum has 300 members with close to 5000 posts.
I have never paid anyone to post, I did quite bit of work promoting the site in some ways though..
    - using signature in other forums
    - videos on youtube
    - posting in multiple accounts in my forum
    - suggesting my forum in other forums/guestbooks
    - no ads at all in my forums, very tidy.
    - stumbleupon.com(don't use this until your forum has bit of traffic or it's worthless)

    -----------------------
Now this is my time to ask you questions.
Today I set up a new forum, which the topic used to be my interest but not too familiar at the moment..
So I'm thinking that I will need to pay for posters who know enough about the topic.
    Where will I find them?
How much should I pay them?
    How many will need?

Try here.. on the "service" board, ass for payment you could pay like 15 cent a post depending on the subject.
Not sure how many you need.. you decide.

Can you elaborate on stumbleupon? I've never had time to check the site out properly.

Stumbleupon: It adds an additional bar in firefox. and you can choose if you like a website or not. When you like a website other people in the world with similar interests will get to visit the sites you like. It lasts a day or 2.

    Any more suggestions?

There are over 49 paid posting services out there. Generally its anywhere .10 cents to .15 for freelance paid posters. You will have to pay more for a service though.

I have a site that might help you with questions and what not with articles and a listing of 49 paid posting services,
