It used to be but due to the increasing traffic not just from webmasters/submitters but also from ordinary web surfers who visited the site looking for alternatives we now require a minimal fee. One dollar for a basic listing is not bad for a heavily promoted directory with a purpose of satisfying more the ordinary web surfers than the webmasters. A utilitarian directory.
