    There is no problem with your CTR as fas as you not breaking any rules!

    my ctr is 15% is that safe. or if it is not safe so what should i do decrease ctr?

    It's safe, I got triple more and it was safe too, as long as your visitors are legitimate, having a high ctr means your ads are well placed and your audience is not too internet-savvy.
