There are a lot of reasons why your blog's PR suffer a drastic decrease. 1. the site was offline because of server failure or maintenance 2. technical problems like robot.txt, nofollow direction, etc. 3. the cycle of business. Consider: you'd be expecting rapid increase of traffic on gift sites during the holidays. 4. lack of keyword analysis 5. suffering a penalty 6. Search Engine's algorithms. Yeah...it can't get lower than PR0, unless it just isn't indexed, then it's N/A. Took me forever when I was a nooblet to realize that PR1 didn't mean the first result on the page...
Well, get traffic going to it then! Can't expect ranking on a new site just like that. Also, depending on how frequently you update content and h ave spiders coming to visit your site to check is when you'll see the ranking changes. If you update a lot of stuff each week and have your site crawled weekly, you'll see spikes in your ranking if you're adding good content and good visitors come. If you update daily and want to get it checked daily, check every day and you'll see a steadier climb
