try to add more content of the high traffic keyword if it doesnt work then contact adsense support team
try to login into your adsense account because it may get disabled, that might be the reason you are getting these public service ads
It is not a problem, Google Ads appear on your blog was free advertisement so you should take this ads off and add more contents. After 1 weeks, you put Adsense Ads again. I think it will different.
this can happen if you have place ads in a frame, coz i see there is content on that page and some ads definitely should be there, or may be a delay on pin or tax info is causing this try logging into your account and see if there are any alerts over there.
