Yes as I did personally invite minimum of 5000 people to join my group then create a fan page related with my promoted niche. You create fan page but don't have much targeted people to like your fan page, there could be less success with that page.
If you promote your product regularly without any other helpful topic this should be consider as spam & twitter will suspend your account. I do only monetize 2% of my total tweet daily.

I think the group is created first to 5000, so there is enough fans to send to the other facebook page, this may have a clickbank, CPA offer related to the niche the original fan page for promotion and getting constant monetization. I assume using this tactic you are trying constantly to get many more likes to the original fanpage, to maximise the promotional activities on the other facebook fan page. So get a constant flow of increasing traffic to the other fanpage.

I think Fanpage performs better. This is because you can create a lead capture page on its wall. And also, you have a group, you can recommend them to your Fanpage.

Generally, I agree with your recommendations. Indeed posting links to one's website on Twitter is a very effective way to gaining more traffic. Whenever I post a link to an item I have for sale on eBay I immediately see an increase in visits to my eBay item. As for facebook, I only use a fan page without a group and I find it the most effective for website promotion.
