well if the name on your paypal account mismatches with the one mentioned on your Bank account.. then BANK will NOT accept your paypal withdrawl..

    is this the case ?

Did you say you are trying to withdraw to a VISA Card when you mentioned Paypal > Visa ? If so, there may be some changes to the VISA regulation in your country. Try withdrawing to a real bank account.

Which country are you from ? I have never heard of your bank ?

Maybe there are some changes to the routing details or something. Ask your bank again to furnish the necessary information again.

Yes, please post your bank. I would suggest going to your bank and talking to them directly, and then calling up PayPal.

I see on Paypal's website that for Lithuania, you can only withdraw to a US Bank or a Lithuanian Credit or Debit Card. Maybe you can ask Paypal which bank's debit card they support and get an account there.
