That is because some advertisers have automatically set to reject apllicants from your country.
You can try contacting each advertiser separately by email explaining that you will be able to promote them successfully

Most advertisers don't auto-decline (at least for US advertisers), and most don't care about privacy policies. The most common reasons for declines:

    No website listed
    Website does not work
Website is just a banner farm (lots of banners, nothing else)
    Website is under construction
Website is a turnkey e-mall style page
Publisher is outside of target countries
Publisher lists website that they do not own (for instance, just listing "Google Adwords" and http://adwords.google.com in your profile)
    Publisher uses an incentive program
    Publisher uses software
    Publisher uses email marketing
Publisher has low earnings bars (0-2, usually) and website does not look promising
Website listed is a blog, with no relevant content (or seems like copied & pasted articles)
Website is in a language that the reviewer cannot read, and therefore cannot evaluate the appropriateness of the content

    Hope that helps...

I had a site that fit nicely with the advertisers that I applied to but I got rejected by a few of them. I emailed 7 advertisers and explained that my site was a good fit and could be used well to promote them. With in 24 hours I had emails back from all of them stating that they sent me offers on CJ all I needed to do was to accept them.

If you really think you have a good site and it fits the market of the advertiser, email them and let them know and tell them how you are going to promote them.
