Build a blog, have 10 posts that are 500 words, this will take a week. I pray you have a week to put in work. Let it get indexed, have a nice sitemap, make sure you're not breaking any terms of service with Google, have a nice template for your site, make sure the posts are unique. Apply again and you will get accepted. Google's getting tough, but DEEP down all it takes is like a week of work for a lifetime of service. I suggest a blog just because this is what Google likes, and is the easiest way to add new and fresh content. Like, seriously buy a domain/hosting package ($30 covers a domain name and year of hosting) about anything that interests you, and write. I mean anything. It doesn't have to be about the best marketable niche, it just has to be someone generating their own ideas. As soon as google sees that the work coming from your account isn't bad, you'll be accepted. There really isn't much of a game to it, it is really just honesty. This may shock people, but the internet is becoming a legitimate marketplace and scammers are losing more every day

Keep adding content. Make sure it is high quality content. Make sure nothing conflicts with the Adsense TOS. And then try applying again.
Mean your content is not good enough to achieve adsense requirement still more time to developing your content before re-apply
You should add more content, create backlinks, get it indexed and if you are form india and china you should wait for 6months before applying.
