That hacker must be really talented. Try opening another email maybe you should open up a Gmail account and see how it goes..

Check if there's a keylogger or any suspicious hidden program that is running in your computer, before signing up again for a new email account.

The best advise I can give you is not to open you email account on public computers or internet cafe some people might be using some malicious or adware softwares to decrypt your password and username. Was there an instance you use a public computer on school or internet cafe? try to remember maybe you can catch the culprit and report it to the owner who owns the cafe and give him/her a lesson.:)

Check your computer for malware, the chance is pretty low that somebody hacks your password twice by bruteforce/guessing.

Trojans can be fully undetectable even if your av shows nothing it can be there, you can buy troajn crypters for just a few bucks.

Also note that those programs can copy themself to any device connected to your computer through usb or lan.

A good start is hijackthis, malwarebytes, spybot s&d, superantispyware.

You cant blame yahoo because yahoo is providing top level security to its user for free .there must be something in your computer.
No one can track or steal your password from yahoo because they log you in through a secure encryption channel name "SSL" (https://) which cannot be decrypted !

Some Points to prevent your email address from getting hacked :

Before logging into your account :

    1. Always check the website url and protocol (https://login.yahoo.com/config/login?).
    2. Donot login into your account through public computers.
    3. Dont share your passwords.
    4. Always keep a alternative email address in order to recover hacked account.
    5. Always keep your firewalls on.
    6. Set all Antivirus sheilds to On.
    7. Don't download or install softwares shared on forums/blog.
    8. Get your hands off pirated software's.
    9. Scan your disc's before executing any file located inside it.
    10. And always be Attentive.

    :)

now with yahoo mail there's an option they give you to answer your previous security question(not the one that hacker made) which you setup sometimes before, if you answer to that question, you can get the control of your account
