when they send you the 'banned' email, they stated that "publishers whose account has been disabled for invalid clicks may not further participate in the Google Adsense program". so they will ban you again once they find out you signed up second time.
I would expect that when it gets to the review process just prior to payment, your second account will get flagged and will be disabled also.
