    Yes you can create new account with all new information you have not submitted previously.

    If Google figures it out, they will just disable your account again, because making a new account is against the rules.

    Also, if you haven't fixed the problems with your web site that got your first account disabled, your account will just be disabled again.

    It's better just to move on to an advertising program more suited to your web site.

    If you are taking everything new then its not a problem. You need to make sure that you are using the new IP for checking your G account.

    why u banned any reason they given ? if you create new account with new payee name you can't get payments because they send check to their name so how u can use that ?

    Google adsense do not gives any reason when you are banned from their system. You need to find out the way and request politely to them.

    For creating new account - :D There are too many members in a family. Or try giving out information of one of the member in your relative whom you most trust on.

    Yes, you can definitely do that, but strongly recommend you fix whatever problem you had before with AdSense. Google is very strict on the ban hammer.
