I could tell you that unless you are granted the proper licenses for the music you want to use it would be considered illegal.

You know you could probably get permission from some independent artists to air their music without having to pay any royalty fees.

Airing commercial music would be cost you good money, though. That is if you wanted to stay legit.

The guy that produces the podcast that I use on my blog, does a radio show every 2 weeks or so, of all independent artists, (Trance, house, techno, dance), he gets their permission to promote their songs.
His blog is xtratrancecast.com , maybe it will give you some ideas.

Thee are 1000's of independent artists out there that would let you promote their stuff.

If you want to do mainstream music, without the proper licensing, you will get in tons of trouble with the R.I.A.A.

Check out Myspace.com , there are loads of independent musicians which you can approach about playing their music on your site. I am very sure that most will welcome the opportunity.

If you want to do mainstream music, you will need to pay fees to the RIAA (in the US). The fees they make web radio stations pay is higher than what traditional radio stations pay.
