as I heard, in some countries you pay fees , you do not need license, for example you sell 1 song for 0.5$ u pay fee ~0.1$ ..
I would try to be affiliate in this kind of situation. Less paperwork needs to be done and less fees to pay. You can always move up once you get some experience and if you stop doing it you can say "hey at least I tried" rather than "damn 400k lost".
