Do I need to register in some way a second website with my google adsense account if I create a new web page. About 1 month ago I registered my adsense account with a webpage and I am currently creating a new website. To get this site displaying my ads, do I need to register it?

No need. Once you get approved as adsense ads publisher, you can generate code for multi website.
One member only allow one adsense account but you can use your adsense code on multi website

You can create new channel in your already existing adsense account in order to track earnings from different sites. It is always helpful

You don't need to do, but... in the event one of your sites is penalized from Google and they freeze your account, you will lose your adsense code for all sites. Just play by the big G's rules and you'll be fine.

Yeah, I have 3 sites under one account, so I'm sure that they allow it

They allow any number of websites under one account
But be sure that each of your newly added websites comply with their ToS as also has a privacy policy displayed on prominent places in the website

I have 30 sites under 1 adsense account for a year. I never had any problems with adsense paying.
