Multiple Refunds From Venezuela -- What are the up too?

I've got a product on Clickbank. It's aimed at English speaking people that are interested in living overseas.

In the last few days, I've had several purchases from Venezuela. Seven of them. One looks legit, maybe. It appears to be purchased by someone with an English speaking name. Doesn't mean it was of course. Doesn't mean the others are not. Just not names I would expect to be interested in my book.

Out of the seven, I've had five refunds and I expect there will be at least one more. Usually they refund within an hour but the last one waited about 12 hours. Two are still outstanding but one MIGHT be okay. The other will refund, just a matter of time.

What are these people up too? Only one of the refunded purchases even bothered to download my eBook. The rest did not. They also didn't sign up for the optional newsletter and support email list.

I have heard nothing from them. I know the first three came from the same IP address but have not yet checked the other. I blocked the ISP of the first two refunds. But today there were three more purchases so I just removed the block.

I'm think I should just block Venezuela at this point. I can't however figure out what these folks are up too. Stolen credit card doesn't make sense.

Some kind of rewards program maybe? They get points for making a purchase?

Is this putting my account with Clickbank at risk?

I opened a ticket with clickbank after the second refund. Just to alert them that there might be some kind of scam going on. I have not heard back.

Any suggestions on what I should do? should I do anything?

    Thanks for the help!
