We are a web design company, We have opened our offices in new locations in US area now. I just want to know how should i proceed with these new locations in terms of seo. Initially i have decided to go for state wise subdomains for the new locations and add pages for the respective cities on that subdomains. Why i have decided to go with subdomains is because you can say different locations will cover all the services that are available on main website. Like web design, web development, seo, mobile development.

Main domain is already having its PR and in footer we have location mentioned for the current location which is available site-wide. That's why i am not in favor of idea of having different location pages on same website as i have to cover different cities of different states in that as well and i am afraid it will become messy then having too many cities on a same website.

What are your suggestions on this?

You can also create city specific service page in your main domain, and then promote that page

if you use subdomains, each subdomian will be considered as a different site which means you will have to work harder for your subdomian SEO. on the other hand, if you use different city pages on the existing site using subfolder, you are building the pages within the same site meaning you are adding more content to the site which google loves.

instead of using subdomains like toronto.yoursiteDOTcom, you can use yoursiteDOTcom/toronto which will work just fine. if you think it will get messy, instead of naming your file toronto for example, you can name your folder toronto and keep all the pages for that city within toronto folder which will keep things organized.
