It's more of greyhat SEO .... it's similar to cloaking, but not really because they're not really cloaking content, rather getting inbound links and keyword phrases for certain keywords relevant and specific to what they're doing. Don't get me wrong though, it does work well in terms of getting indexed for those keywords. Blackhat is when you use those keywords, misspell them, and add various combinations using software, making the text hidden somewhere on the website, and ranking for various misspelled keywords.
They are just linking to their other sites or taking money to link for other sites. Many WordPress developers sell these links as a way to make money from their themes. This actually seems to work just fine. It's just linking.
Its not a blackhat SEO. We can have pages like this. So that there is a chance to get more visitors from various locations.
That's for SEO! They try to get customers from other cities... People in New York will search "Web Development New York" when they need web developers
