Multiple country targeted campaigns

    I've am new to AdWords, and I have gone thru Learning Centre and other useful stuff, but I still have this problem, which I don't know how is best to solve:

    I am intending to advertise Company's products.
    The company is International and has departments in 16 countries.
    My idea was to set up 16 different accounts, targeted by region and area.
    For example, ads in Sweden, for Sweden, and all areas of it and in Swedish, and so on.

    All accounts will be operated by regional marketing assistants, but still there might be a chance of me checking them all, which I suspect, can result in a ban or other negative effects.

    The problem is worse of the fact that for each country there are around 3-4 ad campaigns.

    Please help with advice

    Separate your campaigns by country
    You will not be banned but your ads will not be shown more then once per search results page.

    I am not sure creating different campaigns will work...In Google you are allowed a maximum of 25 active campaigns, this will be a problem for you if you have 16 different markets x 4 campaigns = 64 campaigns.

    You would need to set up an MCC (my client ceter) where you can list you 16 markets by account and have the 3-4 campaigns per account. You can view them from one interface.
