multiple accts with vouchers

i created a new adwords account with a $50 voucher, deposited $10 (payment was verified) so it says i have $60 funds, but google won't show my ads, it says "you have reached or exceed your budget". I have 0 clicks which makes me think they know somethings up.
-i used a diffrent ip
-cleared cookies
-no google toolbar
-used different link, but on the same network.

my first account still works fine.

 

HMMM seeing as the vouchers are meant for new accounts only, I think you know the answer...

 

Have you used the same credit card as for your first account?
