    Hi
We want to develop content management system in PHP and MYSQL which supports Turkish, Iranian and Arabic languages.

customer wants to enter data in three languages like above so that his front end displays three content options for his users.

We have selected PHP programming because its open source and various PHP modules are freely available on internet without costing much.

Any idea how do we develop such system to support three languages, has any body done this before in PHP and MYSQL?

What does this CMS need to do?

Create the current hot style of websites like wordpress blogs?
Then DO go for a standard package that supports extended (=middle eastern+chinese) languages.
You should ask on an arabic technical forum which standard packages support your languages and are "extensible" - can be expanded upon with plugins (and even custom code, which is what you seem to be interested in)

Only try to create something from nothing if you're really good in XHTML, JS, PHP and SQL, and possibly a few other disciplines.

Oh, and do try to keep the sources (comments & variable names) in english. It'll allow you to ask the english speaking world for help with your code..
