I work in security in London, i know what the cameras are there for, i receive emails from government agencies and police which i have to propagate to relevant control rooms regarding suspicious activities, wanted people or potential unrest and i know the extent to which they go towards protecting me and my family. The vast majority of the cameras aren't being monitored. They are pointing out, but they are inactive, they aren't looking at anything. Then when the control room receives information about a person or event the relevant cameras are monitored by an operator and relevant information passed on. Oh so now it's children... funny how it was "suspected terrorists" right up until i pointed out that searching suspected terrorists is actually a good thing, then you tried to switch "suspected terrorists" for "children".
