Meta tags keywords. It seems much more straight forward with MSN. Use the basics of repetition in your text, as opposed to anchor tags and links

I agree with MikMik to a point. However, I wouldn't place my primary focus on optimizing for MSN. Personally, MSN is the 3rd in line when it comes to optimizing for specific search engines. If you focus too much on repetition, and less on anchor text and inbound links, then you're ignoring the search engines that will bring you the most traffic, namely Google and Yahoo.

Another important variable to consider, if you are dead-set on optimizing for MSN and not Google or Yahoo, is how competitive your niche is. It may be easy to rank well for a less competitive niche on MSN, but it can still be difficult for niches that are more competitive.

I have the keyword in title, description, page content, h3 tag, etc, but still my website is not showing in msn SERP.

I disagree, it does help if you get the keywords in the title, description and content but to rank for the big ones you need anchor text links using the search phrases you are targeting as well.
