I have observed that for most of the keywords there are 3 ads coming on top in google and even for some keywords for which there is no top ad in google in msn there are 3. On what basis do they display ads on to i bet it cannt be on CTR as in google as if there is not enough hit in google for a keyword how can it be in msn..
