Are moving titles of webpage in title bar good for modern web design?

    I am designing a wordpress site. My client is asking for "Moving titles" for his blog. I don't think that such type of bells and whistles are good for Web 2.0 design.
    Here I am asking your opinion about this.

    Are "moving titles" good for modern websites?

    moving titles = Title of webpage (<title>title</title>) moving from left to right or right to left in Title bar of browser.

    Oh please no. Didn't things like this go out with 'blinking text'?
    The only justifiable reason I can think of for having moving title text is to annoy your users.

    Edit: updating your titles however is great, ie: e-mail providers updating the title to show your inbox count etc.
